THE ORDER OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

In order to ensure more effectively use of funds, allocated for construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance, as well as further strengthening control over the quality of performance of prescribed work, the Cabinet of Ministers decides:

1. To entertain a proposal of the State Committee of the Republic of Uzbekistan on Architecture and Construction, Ministry of Economy and Ministry of Finance of the Republic of Uzbekistan, about establishing the Directorate on construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance under the Cabinet of Ministers as national institution (hereinafter the Directorate).

2. To indicate the Directorate’s key tasks:

• according to established procedure to develop and introduce to the Cabinet of Ministers the draft decisions of the President and Government of the Republic of Uzbekistan on construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance;

• to perform the duty of building owner and maintain quality control over project implementation on construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance and punctual activation of these objects;

• to attract international grants, technical assistance funds, donations, concessional loans, including foreign ones, as well as other sources not prohibited by the legislation for construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance and punctual activation of these objects;

• the monitoring of implementation of modern energy saving technologies and the efficient use of high-tech materials and products by the project organizations in the design of construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance;

3. To establish that:

• the construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance delivered by the Directorate in accordance with fixed practice are financed from funds of international grants, technical assistance funds, donations, concessional loans, including foreign ones, as well as other sources not prohibited by the legislation accumulated in bank accounts of the Directorate;

• the funding of the Directorate effects in accordance with estimates of expenditure approved by the Cabinet of Ministers of the Republic of Uzbekistan, and at the expense of general income from international grants, technical assistance funds, donations, concessional loans, including foreign ones, as well as other sources not prohibited by the legislation;

4. To approve:

• the structure of Directorate on construction, reconstruction and an overhaul of objects having a particularly important social, cultural and historical significance under the Cabinet of Ministers the Republic of Uzbekistan according to the enclosure № 1;

The Charter of Directorate on construction, reconstruction and overhaul of objects having a particularly important social, cultural and historical significance under the Cabinet of Ministers the Republic of Uzbekistan according to the enclosure № 2.

5. Recommend to joint-stock commercial mortgage bank “Ipoteka-Bank” to establish accounts of the Directorate 29801 – “client settlements” in native and international currencies for accumulating of attract funds.

To determine that after the state registration of the Directorate all attract funds will transfer to key account or special corresponding accounts of the Directorate in accordance with established procedure.

6. The Tashkent city administration within a week should provide:

• the state registration of the Directorate according to established procedure;

• in association with the State Committee of the Republic of Uzbekistan on Promotion of Privatized Enterprises and Competition Support and with the agreement of the Cabinet of Ministers provide the Directorate the location area in Tashkent city, with office premises and all necessary conditions for the implementation of its activities.

7. The State Committee of the Republic of Uzbekistan on Architecture and Construction with the concerned ministries and departments to provide Directorate support in recruiting highly qualified specialists.

8. Control over execution of the present order to assign to the first deputy prime minister of the Republic of Uzbekistan - the chairperson of JSC “Uzbekistan Railways” Ramatov A.J.
